Elaine Wittman was appointed City Manager in 2026 for the City of Clayton, following her service as Assistant City Manager and Human Resources Director. A proud member of the Clayton team since 2018, Elaine brings a strong foundation in public administration, organizational leadership, and municipal operations. She earned her Bachelor of Science degree from Ohio University, her master’s degree in administration from Central Michigan University, and holds a Human Resources Professional Certification through the Public Sector Human Resources Association. Prior to joining the City of Clayton, Elaine served the City of Vandalia for eight years, where she began her career in public service and built a strong commitment to local government. Growing up in Vandalia and dedicating her career to municipal service, Elaine is deeply invested in the City of Clayton and its residents. She strives for an approachable leadership style, professionalism, collaborative partnerships, and a culture of trust while delivering top-tier service to the community. In her free time, Elaine enjoys being active outdoors, teaching fitness classes, and spending time with her supportive husband Danny, family, and friends.
