Natural Gas Aggregation
On the November 4, 2025 ballot, Clayton residents voted to join the Miami Valley Communications Council (MVCC) Natural Gas Aggregation Program.
Two public hearings were held at the City of Clayton Government Center at 6996 Taywood Road Englewood, OH 45322 on Thursday, Janaury 8, 2026 at 12pm and 6pm.

On January 15, 2026, Clayton City Council approved a resolution selecting MVCC as Clayton's natural aggregation provider.
The City will join the MVCC Aggregation Program beginning with the new program year in June 2027, unless participation is permitted sooner under MVCC’s current contract with its vendor, CenterPoint Energy.

Electrical Aggregation
In Fall 2022, Clayton voters approved an opt-out electric aggregation program for residents and small businesses. This program allows communities to leverage group buying power to secure more competitive electricity rates, often resulting in lower energy bills for participants.
How the Program Works & Background
In an opt-out aggregation program, eligible residents and small businesses are automatically enrolled unless they choose to opt out. However, customers who were already enrolled in another aggregation program at the time the City's program launched were not automatically transferred into Clayton’s program. Participation is voluntary, and residents may opt out at any time without penalty.
Clayton’s electric aggregation program is administered through the Miami Valley Communications Council (MVCC), which represents 18 member communities working together to secure competitive energy pricing for residents.
Current Supplier: Constellation NewEnergy, Inc.
For the next 12-month program period (January 2026 through December 2026), MVCC member communities have selected Constellation NewEnergy, Inc., a certified retail electric service provider by the Public Utilities Commission of Ohio (PUCO), as the new program supplier. An enrollment letter was sent by Constellation in November 2025.
Beginning with your December 2025 meter read (January 2026 bill) through your December 2026 meter read and bill, Constellation will provide a fixed rate of 9.049¢/kWh ($0.09049/kWh).

Enrollment
If you received a letter, no action is needed to remain enrolled in the city’s electric aggregation program. There are no enrollment, switching or early termination fees, and participants may opt in or out at any time without penalty.
Residents under contract with another supplier should check for possible cancellation fees before switching. Participation in the program is voluntary, and residents may choose their own energy provider. To identify your current supplier, check the “supply charges” section on your bill.

Q: What is aggregation?
A: Under governmental aggregation, local officials bring the community together for group purchasing power. The community benefits by receiving competitively-priced electricity from a retail supplier certified by the Public Utilities Commission of Ohio.
Q: How is my community able to choose a certified electric supplier on my behalf?
A: Residents voted to allow the community to negotiate a contract with an electric supplier on their behalf.
Q: How do I enroll?
A: Eligible residential or small business customers will be automatically enrolled.
Q: Who is eligible for the aggregation program?
A: Most residential and small business customers residing within the community receiving electricity from the local utility are eligible (typically AES Ohio).
Q: Who is not eligible?
A: Residential and business customers who are not eligible for automatic enrollment in the program include:
• A customer that is not located within community boundaries
• A customer who appears on the PUCO’s “do not aggregate” list
• A customer who is in contract with another electric provider
• A customer who has a special contract with the electric utility company
• Customers who are behind on their payments to the utility
Q: Are the rates fixed or variable?
A: The rates are fixed. Please see the Terms and Conditions for details.
Q: When will I see my new rate?
A: Customers can expect to see the new rate one to two billing cycles following your enrollment in the program. Please note: supply rates do not include taxes, delivery service charges or other utility fees.
Q: Who will bill me for electricity?
A: You will continue to receive one monthly bill from your local utility company.
Q: Can I still have my payment automatically deducted from my checking account as I do now?
A: Yes. How you pay your electric bill will not change.
Q: Will I continue to receive budget billing on my monthly bill?
A: Contact Constellation at 833-866-3986 to set up budget billing.
Q: Can I participate if my account is net-metered?
A: Yes, accounts enrolled with the Utility in net-metering can participate in the program.
Q: Who do I call to report a power outage or problems with my electric service?
A: You will contact your local utility company to report a power outage or problems with your electric service, including billing questions.
Q: What if I have already selected another supplier?
A: Based on the records provided by the utility, we assumed you are not with another supplier. However, if you recently signed up with a new supplier, carefully review the terms and conditions of that agreement before proceeding as your ability to terminate early with that supplier may be restricted.
Q: Is there an early termination fee for leaving the program outside of the 21 day opt-out period?
A: No, there is no early termination fee.
Q: I previously opted out of the program. Why am I receiving this letter?
A: You are provided the opportunity to participate each time your community chooses a new supplier, price and term length.
